I think a miniscule proportion of people with disabilities code their own style sheets explicitly. That is the expectation, that the user-styles part of the technique would be part of a browser config or pluggin. For example, there are many user-styles applied with https://userstyles.org/ If the line from the technique were included in an accessibility-related style sheet it would help maintain icons across sites which use the technique. It would also help with 'dark mode' and other colour-changing style sheets. The user-side of the equation was important to include in the technique so authors understand how it works.
