In theory, the object element

provides for this, although I have no idea of the quality of support for 
it.  Certainly the W3C HTML5.2 specification says the fallback content 
should be used if mediate type is image/* but images are disable in the 
browser.

Conceptually, img elements are special cases of object, even though 
designers wouldn't normally think of doing this.  img came first, the 
object.  Whilst object is more general, everyone continued to use img 
for static images.

One exception is that I doubt you can use image maps with object.

I haven't tried any of this out to see if the practice matches the theory.
