A related problem, in this area is that of indicating marked up text, which also may be legally mandated, strikethrough, underline, inserted text, deleted text etc.

If the numbering is simple (block after block with no breaks for other elements) the <ol> & list items is good.

However, I'd check with the authoring tool/environment is like, it can get complicated with a manual process for setting/resetting the counter:

Given that accuracy is vital in that scenario, embedding it in the content might be the safest approach. It really depends how you are creating it, and who will be editing it.
