I think general accessibility guidelines will need some form of technology-agnosticism, but it could be dealt with in a more layered approach. For example: Layer 1 (functional user-requirement): "Where ICT provides visual modes of operation, some users will need the ICT to provide features that enable users to make better use of their limited vision." (From http://mandate376.standards.eu/standard/functional-statements) Layer 2 (Feature requirement): The size of text can be increased by at least 200% Layer 3 (tech-specific requirment): Text can be resized without assistive technology up to 200 percent without loss of content or functionality.
