Interestingly, it seems latest iOS does now allow some modicum of keyboard navigation even without VO enabled (in combination with the OPTION key). So OPTION+TAB, OPTION+SHIFT+TAB work, as do OPTION+ARROWS, OPTION+SPACE (to scroll the view), ENTER to a activate things. There still seem to be some gaps (for instance, not worked out yet how to navigate options in a <select> purely with the keyboard) though.
