In short: you can follow all the advice in WCAG 2.0 and G183 and still 
end up with something that's eminently broken (for sighted mouse users). 
See the example https://codepen.io/yatil/full/NAakoA and try and discern 
the links there (which do have a contrast ratio of 3:1 against the 
static text).
