Most specific Canadian regulations and requirements reference conformance 
to WCAG 2.0, 
For example the AODA and others, as well as the Canadian Federal Common 
Look  & Feel all reference WCAG 2.0

All functionality of the content is operable through a keyboard interface

yes

the requirement is for all functionality from the Keyboard Interface 

So  anything that drives that interface would work with the content. 
Internal keyboards,  voice recon,  external keyboards,   sip and puff 
connected to the ext keyboard interface etc.
