the most inclusive streaming platform is...?

Hi everyone,
Or perhaps the better question is, includes what elements?
certainly the ability to control the content with keyboard functions, but 
what other factors are important,  what tools if any exist?
I mean that say allow for live captaining along with the streaming, if text 
is present reads this text aloud, or allows for a packaging model that will 
produce a near-live experience?
