The HTML5 Image Description Extension (longdesc) has been published as a W3C Recommendation at:

This specification ("HTML5-longdesc") enables web authors to provide longer textual descriptions for complex images. HTML5-longdesc is an extension specification that is part of the HTML5 family of specifications [1]. HTML5-longdesc is part of W3C's work to ensure that the Open Web Platform [2] is accessible to people with disabilities [3].

HTML5-longdesc was developed in the HTML Accessibility Task Force [4], a joint task force of the HTML Working Group and the WAI Protocols and Formats Working Group (PFWG).
