The most attractive feature of PDF, to businesses, has always been that it reproduces the print layout accurately on screen. That is considered very desirable, even if it conflicts with accessibility. The other attractive feature is that it provides strong copy protection than web technologies, with often rely on scripting to make copying difficult for unskilled users.
