Accessible Forms

Many forms are created by administrators in the community college system.
Most are currently PDF and not created accessible. I'M looking for tools
that can help create accessible forms such as FormStack that meet WCAG 2.0
AA guidelines. FormStack claims to be 508 compliant. Do you know of any
tools/software available?
