In the end, skip mechanisms should probably be in the User > Agent field, not in the Web Content. 100% agree, but this reminds me the phrase "until user agents". I hope that every visual browsers implement the function and every web designers/developers can rely on H69 technique to comply with SC 2.4.1 in future.
