I don't know if this fits, but this site: http://www.dcwg.org/ does not allow keyboard navigation other than tab even though it has links and headings on it. it is only the first page that seems to have the issue. I cannot navigate by headings nor can I bring up lists of headings and links. This is on mac os10.7 (lion).
