I would suggest you join the drupal accessibility group Terry where I believe you will see the very hard work that is being put in to make that commitment work on the ground in Drupal 8. Commitment expresses an intention to make it work rather than "it works now" - and my brief conversations with that group lead me to believe they will achieve it (as much as any CMS can be accessible to every person - one size never can fit all and many problems on how to address *that* remain to be solved).
