I only see WCAG 1.0 being referenced here: http://www.tbs-sct.gc.ca/clf2-nsi2/clfs-nnsi/clfs-nnsi-2-eng.asp If I understand it correctly, there is no central requirement that says "Please go WCAG 2 AA" as in the Australian guidelines.
