IMO (which is worth what you paid for it of course), most of the points in
the quoted article add to usability for everyone, not just screen reader
users.  Also, most of them are good practice in writing of all kinds. The
only point that might possibly impact usability is to cut down on alt texts
- which have very little overhead for non-AT users, although of course
long-winded alternates are no help to anyone, especially in the age of the
three-second attention span!
