origin of colour contrast algorithms

I have been asked how the colour contrast algorithms suggested by the
W3C (http://www.w3.org/TR/AERT#color-contrast) compare to Australian
standards calculations of colour difference.
I can't find any information on how the W3C algorithms were derived.
anybody have any background info on this?
