There has been some excellent discussion recently here of the issues surrounding skip-links and more generally intra-page navigation, for example in the thread indexed at http://lists.w3.org/Archives/Public/w3c-wai-ig/2005AprJun/thread.html#133 I want to say "we hear you" to the extent that the WAI Working Groups do consider this an important issue and are working on it. The XTECH archives are the principal place to track what has happened and we would be delighted to hear your specific comments on the approaches being discussed there, posted to that list.
