No, there are no standard requirements for the URI. This comes from Web Architecture in general, not just accessibility. People may try to guess a URI if they can't find a more accessible version of your site, and think one exists. (One reason why WAI guidelines only recommend making a second version as a last resort). Something memorable is helpful.
