Dreamweaver templates and universal accessibility

Hi everyone,

Does anybody know if use of Macromedia Dreamveaver's templates will
compromise a web site's universal accessibility?
Or should we just stick with basic html, CSS, and javascripts? What about
'include' clauses?

Thanks in advance! =)
