There are some uses of image maps - I suspect the ones they were designed
for - where the boundaries are not important.  It's when they are used to
simulate a number of button controls that it becomes a real issue.  If
you click your home town on a world map, it doesn't really matter how
the organisation chooses its sales territories, which is what the hotzone
would tell you.
