Setting out the objectives for his ministry in the coming year 2003, Spain's minister of Science and Technology, Josep Pique, declared that the government will take the necessary measures to ensure access for the disabled to new telecommunications technology. The minister said that [the government] will establish certain rights and obligations for public bodies to ensure, among other things, provision for 'the needs of the disabled', and other general matters. Concerning access to new technology, Pique stated that his department will update the Plan Info XXI (strategic plan for development of ICT), admitting that some programmes, such as 'Internet para todos' (Internet for All), have not produced the results hoped for.
