The only 100% web piece is: § 1194.22 Web-based intranet and internet information and applications. So, in response to your request, you'll want to read the other parts. Now that I read your email again.... I'm not sure if this is what you seek. Are you looking for other standards? Pretty much everyone uses either 508 or WAI (http://www.w3c.org/wai) Dwight.
