IMO usually no.  There are a few situations where they're useful;
typically associated with things like site navbars (and skipping them).

If the question is prompted by AccessValet, that particular message
(to consider tabindex or accesskey attributes) is following the letter
of the WCAG, but is one I'd expect you to override much of the time in
real life.
