Server based accessibility filter

Hello,
My department is looking for an automated, customizable, filter that will 
prevent inaccessible sites from being published. To date, I haven't been 
able to find such a product and was wondering whether or not such a thing 
existed or whether or not a product of this type was in development. Any 
suggestions would be helpful,
