Is there a compliance matrix on how all the borowsers and version comply
to W3C and 508?

I think it is reasonable to refuse to comply with a
browser's idioms as an act of protest, and to state that you are doing
and why.

Implications that such actions are endorsed by the W3C, US Federal
govt., or
any other entity is another matter.
