Leonard,

My browser only displays the main alt tag "Picture of a compass"
as a popup under the cursor.  I have Netscape 4.5 under
Windows NT 4.0.

I have created a map for the physics department at
http://www.phy.mtu.edu/ .
The first image map on our home page has 8 alt'ed hotspots in
addition to the main alt.  All 8 alts popup when I pass the cursor over
them.

As far as I can tell, the only format difference between your map
and mine is that yours is a table element.
