Cynthia Waddell and Mark Urban have written a briefing paper on IT
from the State/Local level.  It represents a resource for State and
Municipal IT Policy makers.

Legal stuff:  This paper is intended as an introduction to the issue of
electronic and information technology accessibility for governmental policy
makers at the State and Local level.  The Authors do not intend for this to
be a complete discussion of the complex issues involved, nor do they intend
this resource to be the “final word” regarding the changing regulatory and
technological environment. This article is copyrighted material.
