My company is active in the Software Engineering Institute's (SEI) 
Capability Maturity Model (CMM).  This is a process with different levels 
that describe the capabilities of your company.  For example, Level 0 is 
unorganized and no processes in place - chaos. Most software companies are 
at Level Two or Three.  Maybe three of five companies in the world are 
level 5.  Unfortunately the web is normally not included in the software 
engineering process.  For example, one Federal Agency has been rated level 
three, but the web development group is not even included in the audit.  As 
the web evolves, times are a changing.  Web applications and sites will 
eventually be included.  The effort I am leading would qualify for a level 
three if it was audited.  Basically, it is applying sound software program 
management and development process.  The key processes include, 
requirements management, project planning, quality assurance, configuration 
management and several others.
SEI <www.sei.cmu.com> is funded by the government at located at 
Carnegie-Mellon University and the University of Maryland has an 
affiliation. I have just been asked to sit on an exploratory committee for 
software engineering and has something to do with the Fraunhofer Society 
(Pardon me, for I do not have all the details - I was asked and of course i

may be another avenue to ensure WAI is incorporated into software 
engineering!
That is all well but the real reason for the email is that i noticed 
several papers dealing with Japanese issues.  As I have seen interest in 
Japanese issues on the list, thought this might be of assistance.  One 
paper is on "SURVEY OF SPEECH RESEARCH IN JAPAN"  Plus this web page

is a good resource for other papers dealing with technology and policy, for 
example,  International Plans, Policies, and Investments in Science and 
Technology.   If you back up to the  http://www.ta.doc.gov/ the Technology 
Administration's site and purpose are explained.  Unfortunately, they use
