New GitHub Discussion: Recommendations / Best Practices

Hello,

We've opened a new GitHub conversation<https://github.com/w3c/wcag3/discussions/120> based on conversations from the last two weeks. Gregg had suggested that under Outcomes we have several provisions/guidelines (name of this grouping is still TBD):

  *   Requirements
  *   Assertions
  *   Recommendations / Best Practices

The concept of recommendations / best practices is new. Please weigh in on GitHub.
