Usually I’d agree, but in this case Spacing is a bullet in a list already, so this would be a nested list. We have a few of those, but try to avoid that if we can.

It is also not a homogenous list, so I think it would need to be two conditions, then a description, then the requirement. Hmm, the more I look at it, the harder making it a list becomes!

My main concern with the additions is that it creates a big distance between “Targets” and “each”, but I can’t see a way of reducing that without using ‘undersized’.

  1.  if a 24 CSS pixel diameter circle is centred on each
  2.  none of the circles intersect another circle or target

(or maybe the second group should be 1 and 2 again.  Or maybe since there are only two, they should be bullet points)

My point is longer isn’t always bad if you can add structure to make it understandable in more bite-sized chunks
