To answer the question: Yes, when 2.2 gets to rec we open the WCAG 2.x task force and will have a weekly meeting to tackle backlog issues.

Changing tack slightly, I do hope that there's a plan to then maintain, at least to a minimum standard, the non-normative parts (with some of the 600 issues and 224 pull requests maybe being looked at) ... or to maybe hand this over to a community group for stewardship...
