+1 to that.

I think that would be quite helpful. I get that at the end of the day, one
of the Chair's goals is to keep emails at a manageable volume, and an email
that covers 2 topics (surveys AND agenda) will always struggle with
labelling, but with your suggestion, at least the 'expected' timeline is
clearer: fill out the survey(s) prior-to / in-anticipation-of the agenda.

I think that Andy's suggestion for better labeling in those emails would
also be helpful:
