WCAG 2.x editorial / updates for optional review

Hi everyone,

At the last meeting we accepted PRs 2435, 2338, 1269:

Some people wanted more time, so those changes are available now and we can iterate if people find issues.

There are also few WCAG 2.2 updates that are editorial, but I want to make sure everyone is aware.

From the WCAG2ICT group (via Mary Jo), the following updates links to defined terms for WCAG 2.2 SCs. Although we had linked most definitions when intended, other terms like “process”, “mechanism” etc also have definitions so this PR links them up.
