Yes, you’d be looking for a 24x24px square in each target.

I can see an argument for that if they are plain links in a line, but as soon as you start putting styling on them to make them “tabs”, I don’t think that holds. If there are any separate borders/backgrounds then they are not dependent (or “inline”) anymore.
NB: Most examples I come across still have the current tab as a target (button/link), e.g. the APG patterns. In those cases there is no question about the exception.
