WCAG 3 Issue Severity subgroup week 1 notes

Hi, all

The Issue Severity subgroup<https://github.com/w3c/silver/wiki/Issue-Severity-Subgroup> met today. Minutes are linked to on our wiki page.

We:

  1.  Had a round of introductions.
  2.  Looked at the core questions listed on the wiki page.
  3.  Started listing out current methods of assessing user impact.
  4.  We have a goal that I think we all agreed on to “create a proposal for rating guidelines (outcomes?) for severity”.
