Decision policy link fixed in draft charter

Some people noted that the draft charter at 
https://raw.githack.com/w3c/wcag/charter-2022/charter.html had a broken 
link to the updated decision policy. I've updated that link in the draft 
charter (may take a while for cache to catch up); the draft decision 
policy is available from 
https://raw.githack.com/w3c/wcag/charter-2022/draft-ag-decision-policy.html.
