Re: CFC - WCAG 2.2 Page break navigation normative text

Hi All

I am entering into this without the context of the greater discussion.
However, I support the SC in general. The EPUB accessibility team have been
hoping for this for several years and I first met with them about it at
TPAC before we did WCAG 2.1.

*RESPONSE*: I think this is true for many SCs. There are always examples of
failing things that are not particularly onerous for users. However, I
don't think it's hard to make 2 or 3 locators linkable.

could address the same user need. In that way the success criterion is
overly prescriptive. Unlike for example 2.4.5 Multiple Ways and 2.4.1

*RESPONSE*: a table of contents with links to the locators is what I
believe would be the primary way of meeting this.

WCAG 2.2 is designed as a technology agnostic standard. Success criteria
should not be constrained to apply to only one technology.

*RESPONSE*: I think we have precedence for this. WCAG has several SCs
(1.3.6, 1.4.12, 4.1.1)  that say "In content implemented using markup
languages". I believe we were simply meaning HTML at the time but wanted it
to be open to future markup languages.
