The spec just talks of the size. Nowhere does it suggest it means 
surface area. So no it means 44 x 44 in terms of width x height (in the 
common "how big is your room?" "oh, it's a 3m x 5m room" way).

Logically as well, it stands to reason that if the SC is all about 
making things easier to tap/click, then it would be absurd to allow, 
say, a control that's 1 x 1936 to pass.
