WCAG 3.0 heartbeat update - Prior to CFC

Prior to sending out a Call For Consensus (CFC) for the first WCAG 3.0 Heartbeat publication, we are asking members to review the changes to existing content and reply if you see something that would trigger an objection at the CFC.

The changes for the first Heartbeat publication will be as follows:

Most of the changes remove content that went into the explainer.

Note: There is a separate "Explainer" doc that is NOT part of this heartbeat publication. We will do a more thorough review of the document before publishing it as a separate TR note.
Note 2: There is also a new guideline (error prevention), but that will be in a separate survey.
Please review the above changes, and reply with any feedback to this list. Given the timescales the result of an objection would be to remove/back-out a change so it can be refined for the next heartbeat publication. On the other hand, we can also make further updates before the next heartbeat. Please note that the CFC remains an appropriate and valid mechanism with which to articulate concerns, we are just trying to pro-actively address any issues raised preceding the CFC.
