On a more general note, I still have reservations for this SC, as 
requiring this may lead to other issues, such as having an interface 
that then becomes far too overwhelming and information-dense for users 
(disclosing context-specific controls all the time, rather than in 
context only), plus difficulties in allowing for controls to all be 
visible while NOT overlapping/covering other content - think for 
instance the already mentioned WYSIWYG editor scenario, where every 
single element has controls to move/configure/delete/resize. Even if 
they're only shown when toggled, they'd still then end up invariably 
overlapping underlying/adjacent content, thereby breaking other SCs in 
the process.

Personally, this feels (in its specific repercussions) more like a AAA 
to me.
