New guideline suggestion: WCAG 3.0

Proposed guideline:
Title: Effective visual presentation:
Guideline: Convey structure, information including changes in content
and relationships between elements through visual presentation.
Groups benefitted:
Users who have difficulty in:
- understanding content including cognitively / learning impaired users
- in visually recognizing structure / relationships or changes or
updates to content

Synopsis of Intent:
Making information, structure and relationships programmatically
determinable helps individuals who use assistive technology that can
interpret  such content.
Likewise, presentational characteristics of content including  the
positioning of elements should make intended data structure and
relationships easily recognizable visually. This is not always the
case. Updates to content values, alerts, error messages, changes in
state too should be presented in a manner that make them clear and
discernible or quite evident visually. Visible focus indication too
will fall within the ambit of this guideline.
While SC 1.3.1 of WCAG 2.1 requires info-relationships conveyed
through presentation to be made programmatically determinable, there
is no accessibility requirement that mandates what this guideline
proposes. In a sense, this guideline is a corollary to SC 1.3.1.

Examples:

Headings, lists, row and column headings in tables etc.
Alerts
Error messages
Updated count in a shopping cart
Button state pressed or disabled after activating once pending processing,
... and many more

Of course it will require more work, this is  in idea stage. I am
happy to take this forward as part of a sub-group if this is regarded
as workable / explorable.
