0 We accept most of the current public working draft, however, we do not agree that is sufficiently complete for FPWD. We appreciate the focus on functional needs of various user groups and respective functional outcomes. We, however, have concerns regarding the conformance model and the measure of compliance. Specifically, we think that the subjectivity in measuring the compliance to success criterion can lead to inconsistent evaluation of the success criteria. Also, it will be difficult to automate the accessibility evaluation processes. Conducting accessibility evaluation by involving users with various disabilities is necessarily time intensive and thus can add significant cost. Smaller organizations may perceive the cost of manual evaluation as a significant disincentive and may not want to go beyond the bare minimum level of compliance which is undesirable (though understandable). Additionally, sampling can be subjectively driven, either intentionally or unintentionally, to exclude areas of a complex application/site that may impact potential users with one or more specific accessibility needs. Similarly, sampling may result into inadequate coverage of the critical user tasks. Therefore, we would appreciate if the group will focus on the critical task completion as a basis to prioritize the accessibility evaluation of a website. For those reasons, we do not agree with moving to FPWD, but also do not object formally. The public comment period will be a time to fully ascertain global acceptance or concern with this new model from a wider set of stakeholders.
