Icon Description revised

Hi All

I had an action item to revise the proposed SC for Icon Descriptions. I
have completed that. Here is a list of some of the changes.

- rewrote the SC to have two use cases. One for icons that have a primary
action like launching a dialogue box. And one for icons that don't have a
primary action, that are otherwise static.
- Wrote the test case
- provided two examples, one for an icon that doesn't have a primary action
and one for an icon that does have a primary action.
- Filled out the understanding document, including a paragraph to remind
the author that the tooltip must respond to zoom
- Responded to Andrew's comment about adding a bullet to the SC and having
a technique that provides a visible label next to the icon by default. I
scoped the success criterion for icons that don't have text next to them by
adding
    "... where there is no text equivalent visually presented adjacent to
the icon ..."
If an icon has text next to it then there's not a problem (that this SC was
trying to solve). This approach will also make the text in the SC and
understanding document shorter because it avoids nested bullets which the
suggestion would require.
