Example of site where video ads pop up on top of content when zoomed in and are on sidelines when not zoomed

Per our discussion of content appearing on top of other content when reflow is used.

I typically see video ads popping up on this wtop.com site - although occasionally they don't appear.    Unfortunately this site says it is not intended for viewing in the EU - I guess they don't abide by GDPR - so I'll put it out there for those who choose to view it.

The video I am talking about is not in the carousel and is not in the main body - but a small rectangle that pops up on the right.   In my experience you have to move around on the site such as go through a few pages in the carousel before the video may pop up.
