Rawgit replacement: githack

As mentioned on today's call, rawgit.com is being shut down.  It looks like
any links we're currently using for Issues and reviewing Techniques will
remain in place (it was hard to tell), but definitely, no new rawgit links
can be created.

I checked a few of the suggested replacements and it looks like
https://raw.githack.com/ is the closest replacement to rawgit for the way
we've been using it.

Although, if folks end up abusing this service as they did with rawgit,
this one may go away as well.  We may need to find a different solution
altogether.
