A "clear enough vision for Silver" hopefully will be built around 'quality' and 'completeness' of the specification, and a true consensus around publication - over some arbitrary browser spec-like driven timeline. A charter can (and should) prioritize how it chooses - and push-back/negotiate on harmful constraints.
