CFC - Move 3.2.6 to 4.1

Call For Consensus — ends Monday March 19th at 11:00am Boston time.

The Working Group has discussed a change which would move SC 3.2.6 (Status Changes) to Guideline 4.1. This CFC is to evaluate the apparent consensus to move the SC.
