general problem with CFCs

I am trying to review the CFCs as recorded at such as 642 and 650.I just can not tell exactly what they are about and what we are agreeing to. Rather then writing a different email for each one,  Please consider this a general response to any CFC that does not contain any text about what we are agreeing to but just links, This is even more of a problem when the proposal is not immediately clear in the  links. For example,  links to minuets (were the resolution does not contain the full information of what the change test or proposed response is, or if the resolution can not be immediately found)  and pull requests were the change requires searching or understanding HTML. To be valid, CFCs need to be understandable by the working group.


I just want to add that I appreciate that the chair have  a huge amount of work, and I apologize  for increasing it.
