Re: wording for the introduction

I would add something about internationalization in the rational for COGA
as in my proposal... there are 3 main factors preventing the inclusion of
many COGA requirements in WCAG


   1. Testability
   2. Implementation across all web pages
   3. Internationalization, language issues where COGA help in one language
   can't transfer to another.
